Kesejahteraan masyarakat di bidang sosial pada dasarnya merupakan keadaan sosial yang memungkinkan bagi setiap warga Negara untuk dapat memenuhi kebutuhan hidup. Masalah pokok terkait kehidupan sosial ekonomi nelayan sebagian besar adalah tidak menentunya pendapatan nelayan ditambah pengelolaan pendapatan yang kurang baik, dimana rata-rata nelayan Surface Gill Net di PPI Banyutowo masih ada yang mengabaikan kebutuhan primer atau kebutuhan pokok dalam rumah tangga,ditambah tuntutan kebutuhan pokok yang
terkadang mengalami kenaikan harga yang juga mempengaruhi pengelolaan pendapatan dari nelayan. Penelitian ini bertujuan menganalisis karakteristik nelayan,dan menganalisis tingkat kesejahteraan nelayan. Metode dalam penelitian ini adalah deskriftif dengan pemgambilan sampel sensus. Metode analisis pada penelitian ini adalah Indikator kesejahteaan BPS 2021,Nilai Tukar Nelayan (NTN),UMP kabupaten Pati 2022,serta indeks gini ratio. Karakteristik sosial ekonomi masyarakat nelayan Surface Gill Net di PPI Banyutowo,Kabupaten Pati, Kepala keluarga rata-rata berada di usia. Pendidikan kepala keluarga mayoritas
adalah SD yaitu sebanyak 43%. Jumlah anggota keluarga mayoritas 2 sampai 3 orang. Tingkat kesejahteraan nelayan Surface Gill Net berdasarkan indikator kesejahteraan BPS 2021 yaitu Nelayan Surface Gill Net Nelayan Surface Gill Net masuk pada kriteria Kesejahteraan Tinggi dengan interval nilai 36 – 45, Perolehan rentang tersebut diperoleh dari penilaian scoring dari 15 Indikator Badan Pusat Statistik 2021. Hasil perbandingan pendapatan nelayan dengan UMP Kabupaten pati dari pendapatan 60 responden semua memiliki pendapatan diatas UMPKabupaten Pati 2022. Indeks Gini Ratio pada penelitian ini sebesar 0,1. Serta Hasil Analisa berdasarkan Nilai Tukar Nelayan menunjukan bahwa nilai tukar
nelayan menunjukan 60 responden kategori kesejahteraan surplus dengan rata-rata nilai tukar nelayan sebesar 1.4.

Community welfare in the social field is basically a supportive social condition
for every citizen to meet the needs of life. The main problem related to the socioeconomic life of fishermen is largely the uncertainty of fishermen's income plus
poor income management, where the average Surface Gill Net fisherman in Fish Landing Base Banyutowo still has problems with primary needs or basic basic needs in the household, plus basic needs that sometimes experience price increases which also affect the income management of fishermen. This study aims to analyze the characteristics of fishermen, and analyze the welfare level of fishermen. The method in this research is descriptive with census sampling. The analytical methods in this study are the BPS 2021 Welfare Indicator, the Fisherman's Exchange Rate (NTN), the Pati Regency UMP, and the Gini Ratio Index. The socio-economic characteristics of the Surface Gill Net fishing community in Fish Landing Base Banyutowo, Pati Regency, the average age of the head of the family is. The main education of the head of the family is elementary school, which is 43%. The number of family members consists of 2 to 3 people. The level of welfare of Surface Gill Net fishermen based on the 2021
BPS welfare indicators, namely Surface Gill Net Fishermen. Surface Gill Net
Fishermen are included in the High Welfare criteria with an interval of 36 – 45.
This range is obtained from an assessment of 15 indicators of the Central
Statistics Agency 2021. The results of the comparison of fishermen's income with The Pati Regency UMP from the income of 60 respondents all have income above the Pati Regency UMP 2022. The Gini Ratio Index in this study is 0.1. And the results of the analysis based on the fishermen's exchange rate show that the fisherman's exchange rate shows 60 respondents in the surplus welfare category with an average fisherman exchange rate of 1.4.
