Abstract

This research is based on the phenomenon of the existence of obstacles in
the use of Sidalih which always appears with more or less the same problems in the
implementation of General Elections/Elections, while the use of Sidalih in
determining the voter list is mandatory, as regulated in General Election
Commission Regulation (PKPU) Number 11 of 2018.
By taking a study on the 2020 Semarang Mayor Election, this thesis intends
to evaluate the application of Sidalih in updating data and compiling the voter list
by Semarang City General Elections Commission and analyzing the factors that
influence the implementation of Sidalih. This research was conducted using a
descriptive research method with a qualitative approach that emphasizes the
assessment of 6 (six) research indicators from William N. Dunn that consist of
effectiveness, efficiency, adequacy, equity, responsiveness and appropriatness. The
selection of informants was carried out using a purposive sampling technique, with
informants consisting of Commisioner Semarang City General Elections
Commission Division of Planning, Data, and Information, KPU Semarang City
Sidalih Operators, District Election Committee (PPK), Voting Committee (PPS),
and Voter Data Update Officers (PPDP).
The results showed that as the implementer of the policy of using Sidalih,
the Semarang City General Elections Commission in the 2020 Semarang Mayor
Election had carried out all stages of updating data and compiling the voter list
which included checking, preparing the DPS and DPSHP, to determining the DPT,
properly and on time. From the evaluation results it is also known that the process
of updating and compiling the voter list through Sidalih has met the criteria of
effectiveness, adequacy, responsiveness, and appropriatness. As for the criteria for
efficiency and equity, efforts still need to be made to improve.
Semarang City General Elections Commission has carried out all stages of
updating data and compiling the voter list which includes checking, preparing the
DPS and DPSHP, up to the determination of the DPT, properly and on time.
Sidalih, which was used in the 2020 Regional Head Elections, has more complete
features with a better user interface and has been successful in helping officers in
the process of updating and compiling voter lists. Regarding efficiency and equity
that is not yet optimal, it is recommended to carry out: 1) server management or by
changing the way Sidalih works so that it is not fully online and realtime; and 2)
voter education and socialization that is more attractive and engages other
agencies/social organizations/community leaders in socialization so that it can
reach all levels of society. Then the recommendations for future researchers are to
use a mixed method, a more diverse or different theory, as well as a broader
research locus.
